Should a situation occur, through no fault of the tenant, which makes the property no longer safe / habitable (i.e. boiler breaks down in winter); it is the landlord's duty to have it rectified as quickly as possible. If there is any unnecessary delay or refusal, this would be a breach of contract and the tenant would be within their right to have another contractor come in and fix the problem at the landlord's expense.
